Because they don't want their customers to have to deal with cops taking their pictures the entire day. They also get a little itchy when their head is in the cross hairs of a scope that is mounted to a high powered rifle 100 yards away.
That my friend happened at one swap meet. It has not happened since and I wonder why it happened there.
